Mayor Ed Nelson

Chief of Police Craig Lutcher
Chief Lutcher has been a police officer since January of 1989. He is a certified accident reconstructionist as well as a sex crimes investigator. Chief Lutcher is a narcotics officer for the Northumberland/Montour County Drug Task Force. He is also an active member of the Special Emergency Response Team(S.E.R.T.). In Chief Lutcher's off-time, he enjoys spending time with his family.

Sergeant Rob Graham
Sergeant
Graham has been a police officer for the Milton Police Department since 1996.
Prior to his employment with the Milton Police Department, he served four years in the United
States Marine Corps as a Marine Combat Instructor of water survival with the 2nd
Light Armored Reconnaissance Battalion, 2nd Marine Division Camp Lejeune, N.C..
Sergeant
Graham has also worked for the Mifflinburg and Middleburg Police Departments.
He is a firearms
instructor,
department armorer,
tactical
instructor,
and serves as a narcotics officer for the Northumberland/Montour County Drug
Task Force as well as a tactical officer for the Susquehanna Valley
Special Emergency Response Team.
In
Sergeant Graham's off-time,
he enjoys weightlifting, four-wheeling, motorcycling, jet skiing and many other
outdoor activities.

Corporal Ken Royer
Corporal Royer has been a member of the Milton Police Department since 1989. He has been the criminal investigator for the department since 1996. Cpl. Royer is a member of the Northumberland/Montour County Drug Task Force and serves as a Negotiator for the Susquehanna Valley Special Emergency Response Team. In Cpl. Royer's spare time, he collects Gettysburg Civil War artifacts.

Corporal Curt Zettlemoyer
Corporal Zettlemoyer has been a member of the Milton Borough Police Department since 2000. He is a Milton High School graduate. Cpl. Zettlemoyer attended Mansfield University where he graduated with a bachelor's degree in Criminal Justice Administration. He had served two and a half years as a Northumberland County Adult Probation Officer before being hired by the Milton Police Department. He is also a graduate of the D.A.R.E. Instructor's School. Cpl. Zettlemoyer also serves as a tactical officer for the Susquehanna Valley Special Emergency Response Team.

Officer Eric Goodbrod
Officer Goodbrod has been a member of the Milton Borough Police Department since 1996. He has had extensive training in narcotics investigation to include search warrant application and execution. Officer Goodbrod is a state certified Emergency Medical Technician and Hazmat Technician. Officer Goodbrod is a narcotics officer for the Northumberland/Montour County Drug Task Force. In his off-time, he serves as a volunteer firefighter for the Milton Fire Department where he has attained the rank of Assistant Chief.

Officer Jason M. Engleman
Officer Engleman has been a police officer since January of 2000. Prior to working for the department he was a Sergeant for the Willow Grove Park Mall Security Department. He also spent 10 years as a guardsman for the PA Army National Guard as a Combat Communications Specialist. Officer Engleman has received training on many facets of police work to include accident investigation, criminal investigation, crime scene investigation, evidence technician/evidence room management, critical incident response, and narcotics investigation. Officer Engleman is a graduate of the Top Gun course and currently is a narcotics officer for the Northumberland/Montour County Drug Task Force as well as a Crime Scene Investigator/Forensic Services Specialist for the department. Officer Engleman is also a member of the Susquehanna Valley Special Emergency Response Team. In his off-time, Officer Engleman volunteers as a Firefighter for the Milton Fire Department where he has attained the rank of Lieutenant.

Officer Daniel Embeck
Officer Embeck has been a police officer for the borough of Milton since June of 2000. Officer Embeck is very active in the patrol facet of police work and enjoys working with the community. Officer Embeck is a member of the Northumberland/Montour County Drug Task Force. Officer Embeck has also graduated from D.A.R.E. Instructor School. Currently Officer Embeck is the department's School Resource Officer. In Officer Embeck's off-time, he enjoys hunting and target shooting.

Detective Todd Ulrich
Detective Ulrich joined the department in September of 2001. Det. Ulrich is a graduate of Williamsport High School, who further continued his education by receiving a Bachelor's Degree in Criminal Justice Administration from Mansfield University. Det. Ulrich has been in law enforcement since 1998, when he became employed as a Loss Prevention Officer. After completion of the Indiana University of Pennsylvania Police Academy, Det. Ulrich was hired as a police officer at Penn College Police Department where he served for a brief time before joining the force in Milton. His primary duties include patrol, and a focus on Traffic Safety Enforcement.

Officer Trey Toland
Officer Toland has been a member of the Milton Police Department since 2002. Prior to coming to the department, Officer Toland was a Correctional Officer from 1993 to 2002 with the Federal Bureau of Prisons, FCI Allenwood, Pa. Officer Toland served as a Boatswains Mate in the U. S. Navy and is a veteran of Operation Desert Shield/Storm. Officer Toland’s primary duties are in patrol. Officer Toland also serves as the departments Warrant Control Officer and is certified as a bicycle patrol officer. Officer Toland is also a dedicated member of the Susquehanna Valley Special Emergency Response Team, serving as the entry team breacher.

Police Clerk Loretta Bower
Mrs. Bower has been with the department since 1977. Since that time she has performed multiple duties to include records keeping and emergency services dispatcher. Bower has also been certified as a First Responder and has received training in the use of the Automatic External Defibrillator.
